Students are taught to identify errors in portions of actual appraisal reports produced for challenge purposes, formulate observations, and prepare opinions on actual appraisal reports.
The following main issues are addressed in the classes:
- basic methodology for assessing land plots and capital construction projects;
- features of the assessment of certain types of assessment objects (including infrastructure facilities, for example, roads and public places; properties in undeveloped markets);
- complex methodological issues (selection and description of analogues for a retrospective date, justification of the amount of adjustments, etc.);
- controversial methodological issues (VAT accounting, comparability of analogues, sources of information on the amount of adjustments);
- typical instruments of value distortion in appraisal reports and methods for identifying them;
- requirements for the content of comments and conclusions containing a professional position on the quality of the assessment report;
- typical errors in the conclusions of the Dispute Commissions and their identification in relation to the legislation on valuation activities;
- methodology for assessing and verifying assessment reports in the context of judicial practice in challenging cadastral values;
- ethics of reviewing evaluation reports.

Participants will gain skills in identifying errors in excerpts of actual assessment reports completed for challenge purposes and formulating appropriate comments. With the participation of professional experts, students will analyze several practical cases on the analysis of test situations, analysis/refinement of comments of the Dispute Commissions and other experts. The final practical case will be the preparation of a conclusion on a real assessment report.
