What will change from October
1. Fines for failure to appear on summons and failure to provide information to military registration and enlistment offices will increase
Until October 1, the fine for failure to appear on a summons, as well as for late informing the military registration and enlistment office about changes in your life, such as moving to another region, is 500–3,000 rubles. But the new law increases several times the amount. From October 1, from the violator, if he does not appear on the summons, they can take from 10 to 30 thousand; if you did not notify about moving abroad for a period of more than six months - 5-15 thousand; if you did not report a change in your marital status, place of residence, or work - 1–5 thousand rubles. And if a person decided to leave for more than three months during the conscription campaign and did not inform the military registration and enlistment office, then the fine will be 10-20 thousand.

Came into force in April law, which introduces a new norm. If a person is subject to conscription, but has not received agenda, then he is obliged to come to the military registration and enlistment office within two weeks from the beginning of the next conscription. Since the document is relatively recent, this campaign is the first when citizens are given such responsibility.
3. There will be a new fine for employers and the old ones will increase
Organizations in Russia must keep records of employees liable for military service and subject to conscription. They do this not for themselves, but for the military registration and enlistment office, where they are required to provide this data. If the company has not sent lists of citizens subject to initial military registration, the fine will be 1–3 thousand rubles by October 1. And from October 1, sanctions will become more sophisticated. They can take 350–400 thousand rubles from an organization, and 40–50 thousand rubles from an official. Similarly, the punishment for failure to inform an employee about the summons and the need to appear at the military registration and enlistment office has been increased.
As for notification of the agenda, in the summer there was the mechanism is prescribed, according to which the employer must act. He is obliged to give the paper personally to the conscript no later than three days before the deadline indicated on it. If the person refuses, the document will still be considered served.
But that's not all. From October 1, there will be a new fine for employers if they do not cooperate with the military registration and enlistment office. It is understood that they must ensure notification and timely arrival of called-up personnel at assembly points and military units. The new norm, by the way, applies not only to conscripts, but also to mobilized ones. If the company does not do this, it itself may be fined 400–500 thousand rubles, and the official – 60–80 thousand rubles.
All these changes mean that, no matter how loyal boss, he will most likely submit lists of required employees to the military registration and enlistment office in a timely manner and comply with the law in every possible way. There's a lot of money at stake. If the organization is small, a fine can paralyze its work.
What remains the same
There will probably not be a register of served subpoenas yet.
Came into force in April law, which introduced many changes. There were two important points:
- Restrictions on rights for failure to appear at the military registration and enlistment office on a summons: prohibition to travel abroad after receiving the document, and after 20 days - impossibility register an individual entrepreneur, take out a loan, manage property, drive a car.
- Rules for receiving a subpoena. If previously it had to be delivered only in person against a signature, then since April it has become legal to send the document by registered mail and in electronic form through Gosuslugi.
But among other things, the new law included a certain register of issued (delivered) subpoenas. As planned, it should work as a judicial base bailiffs. Any person could go to the page and, after logging in, find out whether a subpoena was sent to him or not. This is an important point, and here's why.
The fact is that the summons is considered served:
- if it is handed over in person - after the person has signed or refused to take the paper and this has been recorded;
- when sent by email - after the conscript or his representative has power of attorney came to the post office and received a document;
- when sent through Gosuslugi - from the moment it is posted on the resource.
However, if the potential conscript was unable to deliver the document in any of the above ways, it is still considered received after being entered into the appropriate register. Only it’s still not there.
It is unknown exactly when this list will appear. Because for the authorities there is a more important database - the military registration register. This is a resource for military registration and enlistment offices, where all data on citizens registered with the military will be entered. That is, they want to store information centrally so that it is available to military registration and enlistment office employees and can be easily updated.
Earlier government officials talked, that the register of served summonses will be launched by October 1 - for conscription. But there is some evidencethat the process will drag on.
Accordingly, the chance of this base appearing is quite small. Although not zero.
The conscription age will not be raised yet
This year it was adopted law on raising the draft age. He pushes the upper limit from 27 to 30 years. The lower one still remains at 18 years.
But this does not apply to the autumn conscription campaign - 2023. The changes will come into force on January 1, 2024.
