8 signs by which the bank may consider your financial transactions dubious
Miscellaneous / / January 14, 2022
The state intends to fight online casinos and criminal business, but ordinary people can also fall under the distribution.
Banks canFederal Law No. 167-FZ dated June 27, 2018 “On Amendments to Certain Legislative Acts of the Russian Federation Regarding Counteracting theft of Funds” block card transactions in some cases. This mainly concerns suspicions that fraudsters have gained access to the client's money or that he himself is doing something illegal. For example, he uses the account for laundering criminal proceeds, illegal business, settlements with online casinos, underground "brokers" and so on.
Often, illegal businesses use payment instruments for this, issued to different people. Those may voluntarily agree to such a scheme for a fee or be unaware that their data something is registered. As a result, banks monitor transactions on individual accounts more closely, checking them for compliance with special criteria.
Which one is specified in the documentMethodological recommendations on increasing the attention of credit institutions to individual transactions of individual clients / Central Bank, which was released by the Central Bank in 2021. If transactions appear suspicious according to two or more criteria from the list, institutions can block these transactions and the payment instrument itself.
What are the criteria for transactions to be considered suspicious?
1. Too many competitors
It's about human interaction. If settlements are made with a legal entity, the purpose of the payment is clear, and it is easy to confirm it with documents. For instance, electronic check. So the attacks of shopaholism can not be restrained. But if too many people receive or send money, it will look suspicious. A lot is more than 10 per day and more than 50 per month.
2. Too many transactions
The bank should be wary of an excessively large number of money transfers to or from the card if the other party is an individual. More than 30 operations per day are indicated as a threshold in the recommendations.
3. Large transfer amounts between individuals
The transfer between individuals of more than 100 thousand a day and more than 1 million rubles a month seems suspicious.
4. Too frequent transfers
Operations can be recognized as doubtful if there is little time between them - a minute or less.
5. Long period of transactions
Money is debited and credited within 12 hours or more than one day.
6. There are few funds in the account
In fact, the account is used only to transfer money through it. The average daily balance on it during the week is less than 10% of the average volume of transactions per day.
7. No "human" transactions
There are practically no operations carried out on the account that would give out that it belongs to a real person. That is, no one pays from it public Utilities and the Internet, does not place orders in online stores.
8. Different individuals use the same device
Several individual clients connect to the account at once to make transactions from the same device. Such a conclusion can be made if its digital fingerprint, MAC address, and so on match.
What to do to avoid blocking
If a person is not engaged in illegal business, it is quite difficult for him to fall under two or more criteria from the list at once. Regarding the self-employed, who can still receive many transfers from a large number of people, the Central Bank has long issued separate clarificationsInformation letter of the Bank of Russia dated May 30, 2019 No. IN-06-59/46 "On approaches to the procedure for the implementation of credit organizations of the law provided for by subparagraph 1.1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ, in relation to self-employed" that suggest their own approach. But even if something goes wrong, the legitimacy of the transactions will be easy to document.
On the other hand, "difficult" does not mean impossible. For example, a mother from the parent committee collects money from the whole class for tickets to circus. She can easily receive more than 30 transfers a day from 30 different people. And for the same amount, which is quite suspicious. Problems sometimes arise for those who receive donations directly to the card.
If you know about the criteria, you can lay straws in the right places. For example, if a lot of people need to transfer money to your card, ask them to clearly indicate the purpose of the payment. The comment “for tickets to the circus for Vanya Karnaukhov” raises fewer questions than a transaction without a signature from someone who is not clear. It is convenient to accept donations through special services and periodically display them on the card. And it's not suspicious, and you don't need to show the card number.
If these actions do not help and the transactions are blocked, try to contact the bank as soon as possible and dispute this.
