The purpose of the course is for students to acquire knowledge and skills in the field of the phenomenon of “soft power” and public diplomacy in modern world politics. “Soft power” is the ability to achieve goals in the international arena by persuasion and attracting the sympathy of other actors. This is a special type of foreign policy activity based on the popularization of the native language and cultural achievements, the provision of educational services, dissemination of attractive humanitarian and political ideals, their own original value system that participants would like to import international relations. The most effective and frequently used way to implement a state’s “soft power” is public diplomacy. The course will examine both theoretical problems and specific cases related to the features of the “soft power” strategy and public diplomacy of the leading geopolitical centers of the modern world: the USA, Great Britain, Germany, Japan, China, India, Russia and others. Particular attention will be paid to the problem of “color revolutions”, which are a product of the implementation of destructive “soft power” technologies.
