The purpose of the program is the training of state civil and municipal employees involved in the implementation of state national policy in the constituent entities of the Russian Federation.
In the course of mastering the program, knowledge is acquired regarding the patterns of formation of Russia as a multinational state, the features of the modern ethno-confessional map of Russia. The content of strategic documents defining the main directions of state national policy is analyzed; examines the interaction of authorities at different levels in the process of implementing national policy and regulation state-confessional relations, the role of the media and civil society structures in the system of interethnic relations. Students gain knowledge about the main directions of migration flows on the territory of the Russian Federation, the mechanisms of adaptation of migrants, the nature of ethnopolitical and ethno-confessional conflicts and ways to resolve them, features of monitoring interethnic relations in the Russian Federation, prevention of extremism and terrorism.

2. Main directions and mechanisms for implementing national policy in Russia
— Instruments for the implementation of state national policy at the federal and regional levels of government, and at the level of local self-government. State institutions: activities of state authorities in the field of national politics, the role of local government.
— Mechanisms for strengthening all-Russian civil unity. Ensuring equality of citizens in the field of interethnic relations. Improving public administration in the field of national policy.
3. Interaction between the state and society in the development and implementation of state national policy
— State-public partnership. Interaction with civil society structures (national-cultural autonomies, socially oriented non-profit organizations).
