Microsoft has confirmed a bug due to which Office applications do not open

Microsoft acknowledged problems starting Outlook and other Office applications. The failure occurs for Windows 10 and 11 users.
Previously, users began to complain that after installing the June Patch Tuesday update, they were no longer able to open many basic programs on their computer.
As it turned out, the failure affected only those who still use the 32-charge Office package, installed on 64-bit versions of Windows 10 and 11 (client versions 22H2 and 21H2, and Windows Server 2022). Additionally, the issue occurs on systems with earlier versions of Trellix Endpoint Security.
The company advised users to update Trellix Endpoint Security Agent to version 35.31.25 or later to resolve the issue.
Although Microsoft has only mentioned Trellix Endpoint Security Agent, other antivirus applications can cause the same issue. In other cases, it is recommended to contact the support service of the program you are using.
