The international TOEFL English exam will be available to Russians, but with restrictions

You can take the test remotely, but for full-time presence you will have to go to another country.
The organization ETS, which organizes the TOEFL English exam, has introduced a ban on registration for Russians. Messages about this began to appear on the Web on August 2. Many users wrote that on the testing site, when specifying the citizenship of the Russian Federation, a warning appeared about restricting access to the platform.
The next day TASS wrote, that from August 4, passing several variants of the TOEFL English exam will become available in Russia in a remote format, but not in examination centers.
Starting August 4, ETS is making changes to its March 2022 policy and will now allow test takers in Russia and Belarus register for the TOEFL iBT Home Edition, TOEFL Essentials and GRE Home Edition unless they have any financial barriers to this.

Those who wish to take the exam in person can do so in other countries and regions if they do not have any restrictions for doing so, the ETS also noted.
Recall that ETS stopped conducting TOEFL exams in Russia in March of this year.
