Russia has developed new measures to support sports

The meeting of the Deputy Prime Minister with representatives of the sports industry was held at the Coordination Center. It discussed the support and development of mass sports.
The event was attended by Minister of Sports Oleg Matytsin, Director General of the Olympic Committee Vladimir Sengleev, Secretary General of the Paralympic Committee Andrey Strokin, representatives of the Federation Council, the State Duma, heads of constituent entities, sports federations and leagues, business, as well as rectors of specialized universities. At the beginning of the meeting, Dmitry Chernyshenko noted that Russia's principled position remains unchanged: sport should be outside of politics. The country does not accept any discrimination based on nationality. The government, despite the sanctions, continues to create infrastructure, develop mass and youth sports, hold competitions, including with the participation of foreign athletes. The work is aimed at achieving the goal set by the President: at least 70% of Russians should lead an active lifestyle and go in for sports.

Sport is an integral part of people's lives and is highly integrated into the country's economy. Many of the priority support measures taken by the Government to stabilize the economy have been extended to the industry. They stimulate the creation of modern infrastructure in the regions of Russia. We plan to index the missing funds for the purchase of sports equipment for the regions, more than 1 billion rubles have been allocated for this purpose. Transfers will be received by all Russian subjects. The Government will also allocate more than 2 billion rubles for the creation of more than 80 additional smart sports grounds throughout the country. In total, we will allocate 12 billion rubles for this in the next three years. 370 innovative high-level sports grounds will be built within walking distance. This will allow a large number of people and, of course, children to exercise regularly.
Oleg Matytsin said that the Russian Ministry of Sports has developed a list of key measures to ensure the sustainability of the sphere of physical culture and sports in the face of anti-Russian sanctions. The document includes activities in 13 areas: the development of elite sports, the involvement of the population in mass sports, formation of a unified calendar plan, logistics, motivation system for athletes and coaches, development of sports infrastructure, interaction with the media, protection of the interests of the Russian Federation in foreign judicial institutions and other.

In terms of international competitions, the possibility of organizing tournaments without reference to the calendar of international sports federations is normatively fixed. The order is being registered with the Ministry of Justice of Russia. In 2022, we plan to hold youth games with China, we plan to further develop the area of cooperation with the BRICS, SCO and CIS countries. The calendar of domestic competitions must maintain its rhythm. In August, the Spartakiad of the strongest athletes in summer Olympic sports will take place, in which more than 6,000 athletes from the regions of Russia are expected to participate. It will become the central sporting event of the Russian calendar of 2022.
The Ministry of Sports of Russia proposes to expand the list of competitions, according to the results of which rewards are paid to athletes, coaches and specialists who provided their training, to index the amount of scholarships of the President of the Russian Federation, including silver and bronze medalists of the Olympic, Paralympic and Deaflympics, in an amount not lower than the inflation rate since the last indexation in 2018. The proposed system will also ensure the award of sports titles and categories and will become a criterion for setting wages and awarding scholarships from the President of the Russian Federation.

This year, as part of the “Sport is the norm of life” federal project, it is planned to put into operation 110 new stadiums, sports and recreation centers, swimming pools and other sports complexes. In addition, Russia is expanding the number of open competitions in which athletes from friendly countries of the SCO, BRICS and CIS will be able to take part. Proposals were made by manufacturers and exporters of sports equipment, who noted the importance of the developed measures for increasing the pace of import substitution. The proposal presents three groups of support, including concessional lending, the provision of incentives and grants, and the relaxation of government contracts.
The Deputy Prime Minister instructed the Ministry of Industry and Trade to hold meetings with specialized companies and develop a metric which will allow regular monitoring of the effectiveness of measures for manufacturers of Russian sports equipment.
During the meeting, representatives of the industry expressed their proposals for additional measures to support sports. Dmitry Chernyshenko instructed the Ministry of Sports to conduct a detailed analysis of them and submit a report with proposals to the Government.
Head of the Republic of Crimea Sergey Aksyonov spoke about the current situation in the sports industry in the republic. Dmitry Chernyshenko stressed that Crimea is a unique place for the development of sports and tourism infrastructure and business development. The republic showed an impressive growth in the number of people involved in sports by 4.5 times, which should become an example for all regions. “The territory of the republic provides opportunities for a year-round training process, if earlier there were fears due to sanctions, now I advise all federations and leagues to pay attention to this region, ”said vice premier.
