Fraudsters are presented by operators of Roskomnadzor

Roskomnadzor warns about the spread of a new fraudulent scheme, the purpose of which is to collect user data. Attackers call on the phone and warn that someone is trying to change the subscriber number. To check if the user's data has leaked to a third party, the helpful "operator" immediately offers to issue an application.
After specifying whether the user has an account on State Services, the caller reports a suspicious loan application and offers to transfer the call to the Bank of Russia hotline. That, of course, confirms the statements of the alleged Roskomnadzor. To make it more convincing, the "operator" even sends a copy of the loan agreement in the messenger.
RKN itself warns that employees never call users on their own and do not disclose personal data in telephone conversations, instant messengers and correspondence on social networks. In addition, service operators do not have access to credit histories and profiles of people on State Services.
If you received such a call and are afraid that you could really get a loan, it is recommended do not continue the conversation, but independently call the bank's hotline - or come to the branch personally.
