In my experience, it is always better to do right to the end and perfect some minimum significant part of the project, and leave the rest to the next iteration. Nondisplacement deadlines help to stop in time. And there's nothing wrong with what you come up with a hundred and improvements after the transfer into production layouts. Some of them can be made without re-drawing anything, and some - to defer to version 2.0.
A stall for time - it is always bad, any project not benefit. Do not think that you will design all at once, so that never again will have to change and customize. Necessarily have to redo it. That's life. Design control is just that and should be, to make decisions about what is important right now, and what can be done later.
