This is not surprising: every now and then heard about issues with this version, and 32-bit applications on it are not work. The first thing you need to disable check for updates. To do this, click on the logo in the form of an apple → «This is the Mac» → «Update» → «Advanced». Remove all ticks and click "OK" to accept the changes.
Next, open the app "Terminal"(Folder" Programs »→« Utility "). In turn, copy and paste command (highlighted in gray) by pressing "Enter" after each line.

This command causes the system to ignore the update. Then you need to enter the administrator password and click "Enter" to confirm the action.

The first command removes the counter updates in the "System Settings", and the second resets the Dock using the settings without having to restart the computer.
If you want to go to Catalina, simply open the App Store and download the update from there. To return to reminders about system updates, re-open the "Terminal" and type in the cancellation command:
