Born on March 14, 1964 in the town of Lobnya near Moscow.
In 1985 he entered the Faculty of Law of the Moscow State University named after M.V. Lomonosov, from which he graduated with honors in 1990.
In 1990-1993, he studied full-time graduate school at the named faculty in the department of environmental and land law. On December 24, 1993, he defended his thesis on the topic “Peasant farming as a subject of land relations: historical and legal aspect” (supervisor Professor V.V. Petrov). The defense took place at the Faculty of Law of the M.V. Lomonosov Moscow State University.
On December 15, 1999, by decision of the Ministry of Education of the Russian Federation, G.A. Volkov was awarded the academic title of associate professor.
On June 8, 2005, he defended his doctoral dissertation on the topic: “Principles of Land Law.” The defense took place at the Faculty of Law of the M.V. Lomonosov Moscow State University.
On October 21, 2005, by decision of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation, G.A. Volkov was awarded the academic degree of Doctor of Law.
G.A. Volkov has been working at the Faculty of Law since September 1, 1993, giving lecture courses “Land Law” (since 1997), “Environmental Law” (since 1995), including, within the framework of the international legal program of the Law Faculty of Moscow State University named after M.V. Lomonosov in Geneva - at the Lomonosov International Center (Geneva, Switzerland).

Professor G.A. Volkov is the developer and director of the master’s program “Legal regulation of land use and creation of real estate objects,” the teaching of which first began at the Law Faculty of Moscow State University named after M.V. Lomonosov in 2015/2016 academic year.

In 2006-2007, he participated in the development of the basic draft of the General Part of the Russian Environmental Code Federation, in 2007-2008 - in the development of the basic draft of the Special Part of the Russian Environmental Code Federation.
He is a consultant to Russian and foreign companies on the use and protection of natural resources, environmental protection, legal regime of land plots and other real estate objects, has experience participating as an expert in international arbitration proceedings of the London Court of International Arbitration (LCIA) and the Arbitration Institute of the Stockholm Chamber of Commerce (SCC).
