Igor Mikhailovich Komarov was born on March 31, 1956. in the city of Barnaul, Altai Territory. After graduating in 1978 Faculty of Law of Altai State University was called up for active military service service, which he served in the military prosecutor's office of the Ministry of Defense of the USSR and the Russian Federation on prosecutorial and investigative positions.
In 1994 entered graduate school at the Research Institute of SE of the Ministry of Justice of the Republic of Kazakhstan in the city of Alma-Ata, during his studies he prepared and defended a dissertation for the academic degree of candidate legal sciences on the topic “Problems of increasing the efficiency of investigative activities in cases of military personnel evading military duties services."
Since 1997 - Head of the Department of Criminalistics of the Barnaul Law Institute of the Ministry of Internal Affairs of the Russian Federation.
Retired from military service in 2000. in reserve, worked as a professor at the department of criminal procedure and criminology at Altai State University.
