1. The bankruptcy procedure is being simplified for pensioners and those on maternity leave.
From November 3 immediately two categories citizens have the right to apply for bankruptcy:
- Elderly people whose main income is insurance pension.
- Recipients of monthly benefits in connection with the birth and upbringing of a child.
In this case, the following conditions must be met: the person does not have property that can be sold; bailiffs work on this debt for no more than a year. In addition, extrajudicial bankruptcy Those whose enforcement proceedings have existed for more than seven years can apply.
Previously, extrajudicial procedures were available only to those citizens in respect of whom enforcement proceedings had been completed. They reserved this right.
Debt limits have also been changed, which allow you to declare bankruptcy out of court. Now the minimum is 25 thousand rubles, the maximum is 1 million. Previously it was 50 and 500 thousand, respectively.
You can now apply to declare yourself bankrupt out of court five years after the previous bankruptcy, and not after 10, as before.
2. Hotels and cafes will have to report milk and water
Mandatory marking dairy products were introduced in 2021. This involves not only applying a special code to the packs, but also the obligation of each participant in the circulation of this product to enter data on its acceptance and sale into the “Honest Sign” system.
Until November 30, those who buy them not for resale were exempt from reporting on the withdrawal of dairy products from circulation. For example, cafes that use goods when preparing food and sell ready-made dishes. Now the establishments have to also report on the disposal of such goods.
A similar deferment applied to packaged water, and this document also ends on November 30.
3. Preferential Arctic mortgage will appear
On behalf of the President, it should start working on November 1 new programpreferential mortgages. It involves the purchase of housing in a territory that belongs to the Arctic zone. These are the Murmansk region, the Nenets, Yamalo-Nenets and Chukotka autonomous okrugs and the northern parts of the Arkhangelsk region, the Komi Republic, the Krasnoyarsk Territory, Yakutia, Karelia.
Conditions should be similar to those already existing for the Far Eastern mortgages. This is the purchase of housing on the primary market at 2% per annum. The first installment under the program will be from 15%, the loan term will be up to 20 years, the amount of the soft loan will be up to 6 million rubles. At the same time, families in which one of the spouses is under 36 years old or a young person can apply for a loan. single parent with children, as well as employees of state and municipal medical and educational organizations.
The conditions may still be updated. But some banks have already started accept applications under this program.
