Who needs a second higher education
There is only one case when a second diploma is simply necessary: if you can’t work without it. For example, a person unlearned a biologist and realized that he wants to be a doctor. But even if he knows the human anatomy and his diseases perfectly, just going to the hospital and gaining skills in practice will not work, education is needed. But if a biologist wants to become a UX designer, a university is not required. With due zeal and diligence, you can master the profession on your own. In addition, the employer will still require not a diploma, but specific cases.
As for studying for the sake of knowledge, sometimes it makes sense. For example, a philologist decides to take chemistry seriously. Perhaps, full-time education here will really be useful, especially in an institution with a strong material base. It will be possible to conduct real experiments in real laboratories, get access to reagents. Plus, the actions will be led by teachers who will save you from an accidental explosion and will guide you at all stages. But here a lot depends on the specialty and the university.
Finally, some just enjoy collecting degrees and listing them on their resumes. In general, if there are resources for this, then why not. But this is not a necessity, but personal choice person.

Any person who has a first. Moreover, no one forbids getting the third, fourth, tenth highest - it all depends on your desire. You can apply for a bachelor's, specialist's or master's program, full-time and part-time department. Age and other criteria are irrelevant.

Only the first education is available free of charge, although there are exceptions. You can apply for a budget place if:
- Have a specialist or bachelor's degree and a person going to graduate school.
- Man graduated military university and goes to civilian.
- After the first higher education, the applicant got a disability.
- A person plans to get a second higher education in the field of culture in one of the universities participating in a special program. There are 12 in total, the first 10 can be viewed in original government decree, two more - in amendments to him.
Many people think that the second degree is available for free if the first one was obtained on a commercial basis. Now this is not so. Education Act guarantees “free of charge higher education on a competitive basis in the event that a citizen receives education of this level for the first time.” Also in the Constitutional Court speak out quite unequivocally: "The fact that for the first time higher education was obtained on a reimbursable basis does not matter."
How to apply to university for the second time
To do this, you need to submit documents, you can do this at the admission committee of the university or through public services. You will need a passport, diploma, documents confirming individual achievements, if any. And then it all depends on the institution and specialty. For example, some universities accept second education without USE results, and some require it. So, if you try to submit documents through the "Gosuslugi" at St. Petersburg State University, for many specialties you will notice such a plate.
Somewhere you need a portfolio, somewhere you need to pass internal tests. It is better to find out the conditions for admission in a particular university.
Is it possible to re-count items that have already been completed
While receiving the first higher education, a person cannot get away from compulsory subjects like philosophy or life safety. If the second specialty is related, then profile disciplines can also be repeated. Therefore, the logical question is: do they really need to be re-learned?
The answer depends on the university, more precisely, on its charter. If the internal document says that already passed subjects can be credited, then you will not have to retake exams on them. The mastering of subjects is confirmed by a diploma or an academic certificate from a previous institution, which indicates the name of the discipline and the number of academic hoursthat were spent on its study.
The charter usually specifies the conditions under which the transfer is made. For example, most often the name of the discipline in the diploma and curriculum should be identical. There are requirements for hours, but they are different. Somewhere they are waiting for you to put in the same or more hours in the past. Somewhere this is treated more favorably.
In any case, it is better to find out information directly at the university where you plan to enter.
How is the training in obtaining a second higher education
Depends on the policy of the university. By default, this is the usual curriculum, as with the first higher education.
If a student was credited with some disciplines that he studied earlier, then he has the right not to attend these classes. An individual plan is formed for him, according to which he can, for example, go to pairs with groups of different years of study and finish his course faster.
But some universities can form groups of students who are not studying for the first time. In this case, the program is already drawn up in such a way as to exclude general, previously completed disciplines.
