Some commands require administrator rights to execute, so, for example, in Windows, the command prompt must be run as administrator.
How to open a command prompt in Windows
Via Windows Search
Click the Start icon on the taskbar or press the Windows button on your keyboard.
Enter cmd and hit enter.
From the context menu "Start"
Right-click on the "Start" icon on the taskbar and select "Windows Terminal" or "Windows Terminal Administrator" from the list.
In the advanced menu, click "Command Prompt" or simply press Ctrl + Shift + 2 on your keyboard.

Invoke Spotlight with Command + Space or Option + Command + Space.
Start typing "Terminal" and press Enter.
From the Utilities folder
Open Finder and navigate to the Applications → Utilities folder.
Find "Terminal" and launch it by double-clicking on the icon.
How to open a command line in Linux
Through the shortcut
Press the combination Ctrl + Alt + T on your keyboard and the "Terminal" will immediately launch.
From the applications folder
Go to the menu "Applications" → "System" and open the "Terminal" by clicking on the appropriate icon.
