The bill does not introduce any new restrictions, it is a framework and offers uniform rules for work throughout Russia. We are talking about the already existing and established by the President the right of regional leaders not to completely stop the economic and social life of citizens, and while preserving the life and health of people, the stable work of medical organizations, to ensure life region.
Tatiana Golikova
vice prime minister
Also, according to the Deputy Prime Minister, the speech in the bill is not so much about QR codes, but about a single document - electronic or paper certificate - applicable throughout the country and containing data on vaccination, past disease or medical withdrawal. A QR code is just a technological solution for quick verification of a certificate.
If the State Duma approves the bill at subsequent readings, then it will enter into force on February 1, 2022. It will be valid until at least June 1.
