Who has the right to register as self-employed
A special tax regime was introduced for small entrepreneurs. Restrictions described in Federal Law No. 422-FZ dated November 27, 2018. You can register as a self-employed person from the age of 16. You shouldn't have hired workers. Annual income cannot exceed 2.4 million rubles. At the same time, income can be uneven (even more than 200 thousand rubles a month) - the main thing is that the total income fits into the limit.
You will not be able to use the new tax regime if you sell excisable goods (cigarettes, alcohol, gasoline) and products that are subject to mandatory labeling (tobacco, shoes, medicines). Also, the self-employed cannot resell or deliver goods for payment, extract minerals, or use other tax regimes.
Thus, if you do a manicure or make-up at home, take photos and videos, bake cakes, do bookkeeping, work as a cleaner, nanny or tutor, you can register as self-employed. This tax regime is also suitable for freelancers who work through online platforms, animators and magicians, builders and finishers, taxi drivers and truck drivers. If you rent out an apartment, you can also pay taxes on a self-employed basis.
With individual professions, the situation is a little more complicated. For example, couriers will qualify as self-employed only if they accept payment through the checkout and issue a check (or if they deliver already paid orders). And if you have your own online store, then under this tax regime you can sell there only products of our own production or, for example, their own used clothes, and not goods from Chinese sites.
Why is self-employment mode beneficial?
Registration of self-employed in Russia is voluntary. A special tax regime allows you to work completely legally and gives entrepreneurs access to new opportunities.
1. Official employment
Registration as a self-employed removes questions from the Federal Tax Service. You will be able to openly advertise without fear of checks, and expand the circle of potential customers.
Self-employment is formal employment that allows you to prove your income. This means that it will be easier to take out a loan, get a visa, apply for a subsidy to pay for utilities. After registering as a self-employed, you can defend your rights in court if the customer violates them.
2. Low taxes
Employers often offer alternatives: signing a contract with a self-employed person, an employment contract, or an agreement with an individual entrepreneur. The self-employed have the lowest rate of professional income tax (NPA): 4% when working with individuals, 6% - with legal entities and individual entrepreneurs (IE). These rates will not rise until the end of 2028.
Also at the start, self-employed are provided with a tax deduction of 10 thousand rubles. They can be used to pay 3% of the NAP when working with individuals and 4% - with legal entities and individual entrepreneurs.
3. Convenient infrastructure
Self-employed people do not need to personally contact the Federal Tax Service, make an appointment and stand in line. All reporting and payment of taxes is carried out through the application "My Tax". Until the 12th day of the month following the reporting month, you will receive a notification with the amount and details.
You need to transfer money before the 25th. If less than 100 rubles is expected, the notification will not be sent - the amount will simply be added to the NAP for the next month. You can also set up automatic tax payment.
Also, the self-employed do not submit tax returns. For comparison: an individual entrepreneur on a simplified system, who pays 6% of income, has to once a year submit a declaration to the Federal Tax Service and make mandatory contributions to the pension fund (PFR) and the compulsory health insurance fund (MHIF).
4. Seniority for retirement
Self-employed people can make contributions to the pension fund. In this case, the insurance experience will accumulate, which is used to calculate the pension in the future. There are no limits here: you can pay as much as you see fit.
For the self-employed, contributions to the FIU are voluntary. But if they are not done, in the future it will be possible to count only on a social old-age pension.
5. Ability to work elsewhere
A self-employed person can find employment and receive an official salary, and in their free time, take additional orders. At the same time, contributions to the Federal Tax Service are due only from additional income.
If there is no profit for the month, then there is no need to pay taxes. This is convenient for those who take part-time jobs.
Self-employed entrepreneurs can receive free consultations and even take part in public procurement. Within the framework of the national project "Small and Medium Enterprises", state support centers for entrepreneurs were opened "My business». They provide self-employed advice on lending, taxation or accounting issues. Also, the centers regularly hold offline and online training events for entrepreneurs.

6. Rent with a discount
Self-employed are provided with discounts on rental of premises in coworking spaces and business incubators. Lists of objects available for this are on the websites of regional and municipal executive authorities, as well as on the resource Rosimushchestvo. The rental rate is determined at the auction, information about them can be found on the public procurement website.
7. Soft loans and support
Self-employed have the right to apply for microloans on concessional terms to state microfinance organizations (MFOs). The loan amount is 100–500 thousand rubles for a period of 3–36 months, the interest rate is 1–3% per annum. The money comes from regional microfinance funds. The conditions for issuing loans in different regions may vary.
Self-employed can count on subsidies and take advantage of the concessional lending program at 7% per annum. Loans give out authorized banks.
