Microsoft clarifies requirements for Windows 11 - TPM will not be needed everywhere

Perhaps the build of the system for Russia will not check for its presence.
Immediately after the announcement of Windows 11, Microsoft published new OS requirements that mentioned TPM 2.0. This condition put an end to updating many PCs where the encryption module was missing or did not match the version. However, a few days later, the developers clarified that some builds of the system will still be able to work without it.
We are talking about a large 17-page PDF document, in which Microsoft, under the condition of the presence of a TPM, indicated the following:
With Microsoft's approval, custom OEMs for commercial, custom, and custom imaging client solutions will not need TPM support.
This means that some Windows 11 ISOs will not validate the TPM or may bypass this requirement during the installation phase. Tom's Hardware thinksthat the "special purpose" means the distribution of the system in the markets where the use of foreign cryptographic encryption technologies is prohibited. These include China and Russia today.
Unfortunately, the complete document with system requirements does not say about expanding the list of supported processors, which means that it is not possible to officially install Windows 11 on devices over 4 years old work out. Only Intel chips from Coffee Lake generation (2017) and AMD from Zen + (2018) and newer are supported. This is odd considering the fact that many much older chips support TPM and meet other requirements.
