POLL: Why do we tolerate people smoking in cafes and restaurants?

Yesterday I returned from Moscow, where he was on business. Beyond the usual pieces of positive and negative emotions, I remember one thing that spoils any tourist or business person mood. Is smoking on the streets, at bus stops, and just in cafes and restaurants. In Ukraine, where I live, followed by a ban smoking in public places, restaurants and cafes have become a place where I can bring my wife and young son without the risk that they will stink like a doormat. In Russia, namely in Moscow, where I've been, the people continue to smoke one cigarette after another, which is very bad from all sides:

• smoker stink and people around him - clothes, hair, gadgets;
• dull the smell of food and the attractiveness of the restaurant for those who love food - going to the pizza place, I could barely smell pizza, cigarette stench was unbearable;
• purification of air from the smoke for the institution - very expensive and it is, of course, included in the bill with a thin layer all visitors;
• how much damage is applied to the staff establishments think it's frightening;
• …

So why do people continue to smoke around, and institutions continue to support it? Who benefits?

By the way, today and introduced fines for smoking tobacco products advertising is completely banned in Russia.
