Near Share - it is something like AirDrop in Apple devices. This feature allows you to share any content (files, photos, links) with nearby Bluetooth-enabled devices. To send something to another device, click "Sharing with nearby devices" in the "Action Center" on the taskbar. Or you can use the menu "Share" in any application.
In this case, Microsoft intends to remove from the Windows 10 feature "Home Group". It is expected that users will share files over the Near Share or OneDrive.
