How to browse the web in Google Chrome without a network connection

Every time you need to view any page on the Web, your browser sends a request to the appropriate server, and then loads the desired content. If the connection to the network is currently offline, you will see a message about the impossibility of displaying this page. The most offensive, that it occurs even when you try to view the page that you have already visited, and the entire contents of which is cached on the hard drive.
