The Ministry of Communications believes that the law does not change the need for eSIM. Instead, the agency will prepare a declaration of conformity with the requirements of the use of the Russian module of communication. To start using the built-in SIM-card, you will need to scan the QR-code number issued by the operator.

It is noted that national operators will not have to build the infrastructure for the new technology. However, according to the law by changing the number or the operator SIM-card must be changed, but the Ministry of Communications has not yet come up with a mechanism to change the number eSIM.

eSIM - integrated into a smartphone module that operates as a normal SIM-card. This technology has already been implemented in Apple Watch 4, iPhone XS and XR, Google Pixel 3, A variety of tablets and smart watches. In Russia eSIM indirectly prohibited by law "On Telecommunications", as binding to the module number is considered cloning SIM-card.
