What happened?

It is possible that Google may ignore Roskomnadzor requirements. The bill does not apply to users directly. But it is likely that in the future will impose administrative fines for them - both the use of illegal resources and for downloading pirated content.
When the new rules take effect?
Amendments approved by the State Duma shall enter into force 90 days after publication. In the near future we will consider the bill in the Federation Council, and then it will be signed by Russian President.
Thus, the search engines will punish, probably not before September or October.
